Translation:

Scottie's constitutional rights were violated and an embellished arrest report was filed that didn't match up to witnesses' statements so the city will drop this matter if you promise not to sue us.

The lawyer said that Scottie he didn't wish to bring charges because the citizens would have to pay for the detectives mistake.

“Based upon the totality of the evidence, my office cannot move forward in the prosecution of the charges filed against Mr. Scheffler," O'Connell said during the short hearing.

Sounds like Scottie was told where to go from one officer, but when the detective saw him going around traffic he got mad and tried to grab his shoulder though the open window while the car was moving to get scottie to stop, and that's when the detective fell down and scrapped his knee. Scottie said he was frightened, and kept moving.

The reason scottie said dragged is because the officer that was dealing with scottie used that word to describe what the detective said happened. What it sounds like it the detective tried to tackle a moving car.

Went on far longer than it should have. In fact, no arrest, and hence, negative press for the LE, should have ever happened.

Whole deal was ridiculous. Good thing for Louisville PD Scheffler isn't the litigious type.

Karma found its mark, hope it was worth it!!!
