It's like a dive bag, great water/dust proof zipper and good padding. I carry my rifle in my Ranger in this, attached to a quick link I have hanging on the passenger side. I'm not sure of the outer material, not rubber, not neoprene, but very durable, water/dust proof. Has really good clips and straps on the back side.

yukon makes one similar that I bought at Buckee’s. Its large roll top fits all sizes of scopes

This one isn't the largest they have. It does hold a rifle with a 24" barrel and muzzle brake, an oversized bolt knob and scope with a 44mm obj. It keeps my rifle 100% dust free and dry. I like that the padding is attached with velcro so you can remove to clean and dry. I got caught in the rain and had to put a wet rifle inside. Brought it home, removed the padding, let everything dry out, good to go.

Visit their website, I'm sure they state it to be one or the other. I'm betting waterproof, and yes, great for an ATV. I see it being "rain proof".

this one i have its padded and watertight/proof. But wouldnt recommend for long term storage since it is air tight.

I've been looking at the same one for my side-by-side ATV. It should keep the immense dust and rain off my gun.

Distance is not the issue, but the winds can make it interesting!
