With his body size he might but too close for me to shoot him. A good frontal shot would help but considering they always look wider from the back I definitely would let him walk.

I hunt in a 'A/R' county and have quite a few 'narrow racked' bucks show up every season. They will have nice tine length and decent mass (mature deer) but just won't make the minimum spread (13").... or are so close....I just wouldn't risk it.
I fear that your buck falls into that category (at this point in his life).
