There's no glitch in the system. Before the draw is conducted, the hunt area manager decides if a hunt goes to pending 2nd draw or not selected. That information is entered into the draw system. The draw is then conducted and results posted.
If they chose to have a 2nd draw for that particular hunt, the draw results page continue to show the pending status whether or not all the permits are accepted. Once the initial permit acceptance deadline has passed, a second draw will be conducted, if necessary, and the status will change to not selected.
This information was from a TPWD employee that managed a WMA that had draw hunts.
I have drawn a hunt that only pulled only 1 group and a friend that also applied with a separate group had his draw status show pending second draw for the next 10 days even though I accepted all the permits immediately upon receiving the draw selection email.

Well, I struck out on all but Hagerman Jan 19-21 I think. I may not take this tag as I am thinking of hunting Arizona in January.

Minus the pending 2nd draws I am not very hopeful for-went 1/160 this year for my son and I only winning a squirrel e-postcard. Fingers crossed next year is better.
