I am hunting here for the first time. I have my annual permit and deer tags. I want to hunt at caprock canyon but confused if it is only allowed by the draw tags or can I use my tags that I have with my license?

What is the difference? I have been looking on the website for weeks and it is not clear.

cap rock is draw only

But you can hunt National Forest and Grassland if you purchase the annual
public permit. Make sure and check season dates and antler restrictions.
