Those houses are so close to each other, no privacy. My exact thought.

I’m betting alcohol was involved. Drink not burned.

I've been to lots of fence fires.
#1 cause, the gas grill got out of hand #2 cause, hot ashes from the fire place or grill got thrown in the trash can.
Stacked rags, soaked in a hydrocarbon I've seen, but it's not that common.
If the plastic dumpsters were involved, the melted plastic would be in a puddle on the concrete.

Grill ashes dumped in the trash can possibly. That’s got my vote. Some years ago, the neighbor behind me had her son dump fireplace ashes behind her shed. He didn’t make sure they were out and I ended up out in shorts with a garden hose keeping the fire out of my yard. It was January in Arkansas and about 30 degrees. She lost her shed and part of the fence. Firefighters said it was a very common call.

I leave them in a bucket for at least a week before dumping, that’s after another week in ash catcher under the grill. Don’t ask why.
