I am a bit of a Rossi expert and have never seen nor even heard of a plastic loading gate so I will say NO.
Use a magnet and find out if it's the first one I have ever seen.
The only thing the "new" (1995 or so and up) Rossi rifles have that are plastic are the butt plate (sometimes), the follower, and maybe part of the rear sight.
Rossi put some blued STEEL loading gates on stainless rifles right before the last buy out a few years ago but a plastic loading gate? Never heard of it.
