A couple of years ago this was not a widespread problem. Since it has become one they need to start etching VINs in them and installing shields. The real issue right now is loose regulations on the scrap recyclers and the criminals.

Criminals are LAZY. They can remove a converter in less than a minute with a saw. Any kind of extra protection is a huge deterrent and most will move on.
