We use 16 inches with the ears relaxed on our ranch.
We are not subject to the restrictions but it sure helps in estimating the score.
We measured most of our harvests for a year to get a rule of thumb number.
I also think it is easier to judge them in person rather than a game cam photo.
Looks close to me, but I am not familiar with the deer on your place.
