PENWELL, Texas (KOSA) - A multi-billion dollar gasoline manufacturing company is coming to Ector County.

Nacero Inc., a company based out of Houston, announced Wednesday that it plans to build a $6.5-7 billion lower-carbon gasoline manufacturing facility at Penwell in two phases.

The first phase will see the facility produce 70,000 barrels per day of gasoline. The second phase will increase the capacity to 100,000 barrels per day.

According to a release, the gasoline produced at this facility will not contain sulfur and will have half the lifecycle carbon footprint of traditional gasoline. The gasoline will be made from a combination of natural gas, captured bio-methane and mitigated flare gas.

ADVERTISEMENT

Around 3,500 workers will be employed during the four-year construction of phase one of the facility. Once the facility is operational, it will employ 350 full-time operators and maintenance personnel with an annual salary of approximately $85,000.

Nacero says the facility’s electricity will come from renewable sources, with most of it being produced by solar panels located on-site. According to Nacero, this facility will be the first in the United States to make gasoline from natural gas and the first in the world to do so with carbon capture and sequestration.

“Ector County is the ideal location for us,” said Nacero President and Chief Executive Officer Jay McKenna. “From a geographic and logistics standpoint you can’t beat it. We will be a major new market and beneficial home for the natural gas that is currently flared in the Permian basin. Our zero-sulfur gasoline will reduce ground level ozone in cities across Texas and the Southwest, which is causing illness and limiting economic growth.”

Construction is set to begin before the end of the year.

An air conditioned outhouse would help Penwell. That air smells pretty badly to start with. The old wood oil tanks are kinda cool though.

They have been planning a new refinery by pecks for a couple of years and nothing has happened.

Those wooden production tanks are cool and about the only thing Penwell has going for it.

This may have been before your time, at the overpass over FM 1601 on the southwest corner used to be a truck stop called Texas International Truck Stop. locally known by the first letters of the name, aka, TITS.

The T.IT.S. is still there but, I haven't seen the sign. We go by there frequently transferring patients from Ft. Stockton to Odessa or Midland hospitals. There is also a huge solar panel farm west of there a way that covers huge amounts of acres.

Another bit of history about Penwell, in 1881c. 5 Chinese railroad labors were killed during the construction of the railroad. They were buried in a line next to the tracks about a mile east of Penwell.

Marker located to east end of the long rock covered grave. Inscription is welded bead on a steel plate welded to a steel CROSS. It's a possibility the original wooden marker was replaced with this metal cross many years ago.
Site has been maintained since 1881 by Texas & Pacific Rail road. Base of pea sized gravel covered with neat row of hard cliche rock that has been painted white many times! One more Heritage site has been preserved for the following generations to know & enjoy.
Read contents of Historical Marker set in 1967 on Caprock Road Side Park located on IH 20 short distance East of Penwell.

I saw that, and all I can figure is that they’re pushing this as a green operation to get it going. Once they have it, (assuming they do get that far) they’ll do whatever they want or whatever makes sense.

Sounds like a scam! We have gathers that take gas from the wells, it just takes time for them to build the infrastructure to the various fields. Are they saying they're going to be one of the new gather's in the business? Are they going to start building new pipelines to various field of operation? For those that don't know, we don't flare gas because we want to, we do it because we have to. Until the gathering lines are in place we have no where to go with it and if we let it build up in the well it pushes the oil back into the formation and we can't recover it. I'll bet a years salary that this company never actually gets to a profitable production stage, I'll also bet that a bunch of tax money get's dumped into this project before they file Chapter 11.
