I think that says 00Z - which would be yesterday at 6:00PM IRC. 00Z 11/16 = 6:00 PM CST 11/15
NWS uses Zulu time on most of its stuff. I thought that looked like a Z . That makes sense, the flight time on them is short. I guess they pretty much go up until they pop. Then float back down.
One shot is all it should take.
