Likley the previous owner use it for a humidor or blackpowder gun? Sounds odd that a oil cleaned rifle, would pick up water based residue. Let alone foam having that heavy of residue build up. If you washed that foam you screwed up,and will end up with a rusty rifle from sweating,

Just leave it opened outside for a few days, it should clear up then.
