I guess I should have focused the Development side. As a maker, you cannot ‘test’ or ‘prototype’ your designs like a manufacturer may be allowed to do. Your approved BATFE Form 5320.1 “Form 1” allows you to build one suppressor as described.

May sound silly, but apparently the ATF defines a maker and manufacturer as two totally different things.

Big joe, I believe you’re probably right as long as you add the term “complete” to it. That’s why it’s legal to sell solvent traps, or even highly modified solvent traps.....they are not “suppressors” until they are properly drilled and threaded and anything else needed to make them function as a suppressor.

The lesson from this thread is that anyone who does a form 1 build, needs to completely research what they can and can't do during the build.
