This is our usual process for food plots.

Test soil.
Buy fertilizer based on soil test results.

If brand new plot:
Plow the area.
Disk it.
Spread out fertlizer.
Disk again.
Plant seeds.
Use harrow to cover over.

If established plot:
Fertilize as needed.
Disk.
Plant seeds.
Cover over with harrow.

It works good for us. We do have a PTO tiller for a tractor now, similar to a hydraulic tiller for skid-steers, so we are going to try using it in place of a disk to see how it works. We have had experience with a hydraulic tiller on a skid-steer and it really worked great. I'd like to one day get a no-till drill and just do it all in one go.
