Looking for a new scope for my 7mm-08. Use will be mostly hunting out to 200 or maybe 300 max. I will also do some target shooting out to 500. I have a 6.5 CM that’s more of my 500+ gun
Budget is up to $1300 or maybe a little more.
Trying to decide between these. I am ok getting a used scope so that opens up my budget some.
Leupold 5hd 3-15x Burris xtr ii 3-15 or 4-20 NF- shv 4-14x NF- nxs 3-15
I would prefer something with open turrets so I can dial when target shooting. Also I do prefer a mil based reticle. Since I will use it for hunting I want something that’s good in low light conditions but think all these options will be pretty good.
Any other suggestions?

I’d also look at the VX-6hd in 3-18. Not sure that it’s worth the money over the 5 if buying new but used it should be in your budget.

SHV 4-14X F-1, if you want first focal plane.
If you want second focal plane, NXS is more scope. You can dig, and maybe find an original (discontinued) NXS F-1 3-15X. That one, is on the short list of the only scope a man needs to do everything. Probably my number 1 in that regard.
If you're willing to spend Nightforce money, DO IT! You won't regret it.

I have this: Leupold 5hd 3-15x. Also a VX6 in 3-18.
One thing we all know about scopes is you can't tell jack by looking through one unless you're outside early morning or at dusk. The VX5HD and my VX6 are so good, they seem to create light. Not only that, the clarity in those conditions is very good. I'm talking about counting points and evaluating the rack on a buck at 100 yards, but you can barely see the deer at all unaided due to low light. They track well, I posted a coyote hunt from last year that I dialed three different distances over 1-1/2 hours, the longest I believe was over 300 and then return to 0. If you ever want to look through any of these catch me at the right time, on the range at closing time close to dark.
I don't have any of the others on your list. They may be as good or better. The VX5 HD can be found for about $700.00. The NF SHV is on my radar.
An unethical shot is one you take, that you know you shouldn't.

You have a very nice budget. Try to pick a scope made in Japan for the win
