I don't see bedding or a finish coating which could add an additional combined $400 to $500 depending on the smith and finish. Bead blast could be free or $30-$50 IME.
Your $2200 price should be advertised as an absolute minimum to get into a semi-custom, assuming only factory part is the action. Tikka actions don't get bedded. I only have one rifle cerakoted. The rest get painted myself. I go through barrels too fast to justify cerakoting them.

$265 for base and rings
$ $$$-$$$$ for scope I've already got the rings. And they're already holding a scope. Building another rifle does not mean buying another set of rings and another scope. It's about a three minute project to move a scope from one rifle to the next, and have it zeroed. Another beauty of Mils or MOA, an ink pen, and a piece of paper to write down a note. I'm sure I'll continue to let one scope pull duty on two rifles. So as I get beyond the 2:1 ratio, I'll have to buy another scope. But as of right now, I've got 6 rifles, and 3 scopes.

I subscribe to how you do it as well, but not everyone of my rifles needs to be top tier. I have multiple calibers of the same rifle for the same job so I don't need a precision instrument when it will be a loaner or not a primary. I usually try to do my budgets in phases, things go on sale or I find great used deals. so I try to save for "x" weeks/months for "x" parts and rebuild the kitty for phase 2 of the build.

Early in 2016, i got a Wilson Combat receiver set to build a higher end 6.5 Grendel. Fast forward to today and now i have the following for the build...
1 - Wilson Combat receiver set end of list.
I'm a dude who likes long barrels!

I tried to make my first build a slow budget build. But after parts started coming in I kept ordering more and ended up spending a lot more than I wanted and faster than I wanted lol.

It took me almost a year to finish my ar15 556 with a 16 inch barrel and 15 inch keymod hand guard. I was so proud of it, i had just under 500 into it and after shooting a couple hundred rounds or so and taking it hunting, i didn't like it, it was very loud and i didn't like the way it shouldered. I traded it for a Mossberg atr 308 and a keltek pf9. Best trade i ever made.
