I have always heard once a soike always a spike shoot it... But have recently tead where it is possible the following year they can start to actually grow normal... What is the truth behind this?

The simple and broad statement is simply not true. Anyone who says or thinks that obviously has little or no experience with whitetails.
Now, whether spikes overall are inferior over their lifetimes compared to non-spikes is a subject of heated debate.
I learned long ago you can't reason someone out of something they don't reason themselves into.

definitely not 'always'
And most of the current research I've seen says they "catch up", or at least almost catch up with their contempories after several years

I've never heard of spikes catching up with their age class out in the real world. I'll give you that perhaps 10% could, but that still means that 90% are inferior all their life. Pass the popcorn please!

per twpd publication--Our answer to callers is that if they want to improve the overall antler development of their herd, then they should harvest spikes. We often say something like, “If two spikes walk out in front of you in a 2-buck county, shoot the smallest one first and don’t let the second one get away.”

I've never heard of spikes catching up with their age class out in the real world.
A study conducted by Dr. James Kroll on free-ranging deer in south Texas also found that spike bucks could indeed blossom into high-quality bucks. In fact, over the course of the 10-year study Kroll and his assistants captured and tagged over 2,000 yearling and fawn bucks and measured antler growth at various ages. They found no difference in antler size at 4 ½ years among all the bucks recaptured in the study.

It found spike deer, in both captive and wild population samples, have lower body weights on average and grow smaller antlers at older ages. One study determined that yearling spikes had an average of 6.4 points on their antlers at 4 ½-years of age while yearlings that had six points produced racks with an average of 10.1 points when they reached 4 ½. The Kroll study is much more recent than the Kerr study. and the Kroll study was also on free range deer, on a large south Texas ranch. But the OP's question was: "once a spike ALWAYS as spike, T or F??" The answer to that is CLEARLY and DEFINITIVELY" NO! They may, on average, grow smaller antlers (debatable) but most of them will become at least branch antlered bucks if allowed to live.

Note that TPWD took a south Texas breeder buck and line breed it to only the breeders bucks offspring... They took a hill country spike and Line breed the spike to only the spikes off spring. Great study that showed a 170" 210 lb STX buck will throw bigger off spring then a hill country spike...by a percentage of overall B&C score. Not really an even playing field. Note there was no middle group where the cross breed between two control groups. Rock science results. Y'all have fun

If you have a multiple 1st year antler bucks that are forced horns then shoot the spikes, if the spike is 2 1/2 shoot the spike, if you have too many bucks shoot the spikes, if you want to shoot the spikes, let the kids shoot the spikes, SHOOT THE SPIKES.

A yearling with spikes is safe from me. But, I have an older buck (watched him for 3 years) with tall spikes that I have on my hit list. The only problem with that is he just flat disappears when the season starts. I saw him one time last year at 100 yards or so. He was at a trot and on the other side of a swollen creek. I could have shot him, but I would not have been able to collect him. So I passed on the shot. He's apparently older and smarter than most. Maybe this year.
