First of all, yes show the GW your pics and let him know. That way the guy will be on his list and under extra scrutiny. Seconly, althoufh he probably poached the deer, be careful how you handle him, and make sure you're honest with the GW that you have no proof. Whitetails in some areas move more than in others. Fifteen miles is a long way, but down bumpy back roads five can feel like fifteen. I have a customer that totalled a truck running into TWO buck muledeer over 20 miles from the nearest herd, and have never heard of deer where he hit them before or since.

I think if you don't turn him in, it only adds to the problems we have with poachers. It's true, you have no proof he actually poached the deer, but letting the GW's know about a possible crime and having them talk to the guy could straighten out a few things. Just my $.02
