Thrown pigeons are done in a ring with the pigeon having to be killed inside the ring. The thrower will wind up like a fast pitch softball pitcher and throw the bird towards the fence anywhere in front of the shooter. Pulling feathers makes the bird fly even more erratically then normal.

That's a tower shoot; I'd follow the news and see if there are protests. I'm willing to bet it goes off without a problem.
