To me it looks like a loop of fencing wire, barbwire maybe.

Never know where a deer is going to stick its head. I have pictures somewhere of a nubbin buck that got his head stuck in a paint can. He ended up having to be shot because they couldn't catch him.

It looks like a loop of cable twist wire(barbless twisted wire). Many use the wire to tie cornerposts H braces with.

I once drove into a pasture to find a calf wearing something around his neck. Upon closer inspection it turned out to be a toilet seat. I have no idea where it could have come from or how he got it on his head. I came back later that day with a horse and roped the calf to get it off, only to find there was no way to get it off without cutting it. It absolutely would not go back over his head. Animals can get themselves in some strange predicaments.

Wire...got twisted in a fence and lucky enough it looks like it was older wire and was able to break free...usually dont turn out that way

If someone put that on as a coler id like to meet them and slap them across the face.... that looks like a young doe and the bigger it gets that wire will dig into her neck

I would also say it has not been around her neck very long due to the fact the hair is not rubbed or short.
