MFloski, no you do NOT have to be a US citizen to get a CHL. Just like you don't have to be a US citizen to buy real eastate, buy a gun, or serve in the US military.
The reason it is in Spanish is because we live in the State of Texas. The USA does not have an offical language so there is no requirement of its citizens to learn any language. On a practical level, it just comes down to a minority group raising enough concerns that its group isn't gettinga fair shake because it can't read the sign and/or laws. Also, it help protect the state's and its prosecuters by lessening the validity of using the ignorance of the law defense.
That being said, as someone who is a naturalized citizen and who's parent immigrated to the greatest nation in the world, my family and I didn't walk around expecting everyone to speak Korean. Obviously we have anatural gravitation towrds the Korean community and speak our native tongue there, but my father never asked for the Korean version of the driving exam.
