Last year I rigged up a hen at the point closest to the brick that had a swivel attached under the bill so she would dip under water like she was feeding. This year I have used four decoys on the jerk cord.
As to your first ? Sometimes you just gotta jerk it whether you're in public or in private.

I made mine using a 1.5lb folding kayak anchor. Its got about 75ft of cord on it. 4 large barrel swivel clis about 3 feet apart. A bungee cord attached to the anchor that attaches to the main line. Set 4 decyos on it. Pull the cord. Use and anchor instead of a stake cause its easier to transport around. I made the rig for around $12. Some times some of the waer I hunt is too deep for a stake.
After using one, I jerk it in public or private. Sometimes I even let my girl jerk it so I can free up my hands.
