Breaker box question

From the panel outside, a black and red wire run inside and connect to a single pole wide breaker
Are the black and red both supposed to be 120?
Using my meter, the red wire is 120, black is nothing

I figured it out. The mobile home was wired up using a 100 amp main outside and a 50 amp box and main inside
The outside box had a smaller box under it with an RV plug in it. The house is wired off of that.
The plug was bad, new plug and all is well
