What I have read, you are to give accurate description of firearm when applying for tax stamp, what happens when you swap different length uppers on your SBR lowers?

I’d say go as short as you’d like on the form 1 so you can’t change it out to whatever length you want.

If you're adding an upper, no big deal.

If you're permanently changing uppers you can submit a form that just changes the description, no new stamp required.

So if I SBR a lower and change between a 11.3 inch barreled upper and a 16 inch barrels upper, that’s a problem?

No since the 16" upper makes it not an SBR anymore. But if you were going from a 11.3" to a 8" technically you're not supposed to do that.

I change mine out at the range on occasion. I'm just careful to switch back to the correct SBR (10") upper before leaving.

Just keep your original upper you form 1 with and you shouldn’t have a problem. I’ve had this rifle in my possession for 3 years and have yet to be asked for my form 4

As long as you can return it to the original configuration you will be fine.
