What organizations would be most effective in getting relief to those affected by the hurricane. I have always donated to the Red Cross and the Salvation Army.

Humane Society, people have lots of help separated pets not so much.

For us it is our Salvation Army, the local disaster team was on the way so they could be there as soon as possible after the storm passed.

Very little of your donation will go to help people if you donate to national orgs. Red Cross and the humane society are the worst.
Personally - donating items (not money) directly to groups that will be physically out distributing in the places that are hit is the best route. Goes for things for people and things related to animals. Too many bad actors to be trusted to do right with the money.
