Depends on the action you start with. It will dictate if you can build it or have a smith do it for you.

I haven't built one, but I've assembled one from parts. Only thing that required gunsmith work was truing the action and installing the barrel. Only thing I did was drop it in a chassis, install the base/rings/scope, install trigger, and load up some ammo.

First, define what you will be using it for. Then select action and barrel based on that. The hard part is done. Select trigger if needed, stock, and scope that best fits your needs. Put it together with help of gunsmith if/when needed.
Then, spend $400-$600 on every manuf. ammo to get what works best OR call Chad and get the best and save money.
Last, give JGFireman a call.

Two ways for you to "build" a bolt action yourself.
Spend a couple of months learning how to do the lathe work, properly machining a barrel to fit an action.
Or start with a Savage action, or a Ruger Precision rifle, and buy the barrel that is chambered for 6.5 Creedmoor. Shilen, and Criterion make barrels for Savage. Maybe you can find a prechambered 6.5 Creedmoor for a Ruger, but I bet it is a unicorn.
In either case you'll need a barrel vise, an action wrench, and go, no-go gauges.

Let me specify that I mean assemble from parts, not machine one myself.
It will be a deer, coyote, etc gun. Long range target gin as well.

Savage is the easiest way to do it yourself, but now that Criterion makes the Remage barrels, you can also put a Remington 700 together at home with a few tools and the knowledge needed. I've built about a dozen Savage rifles over the years.

For a great donor action, you can get a really good deal on Tikka T3 right now since they have recently come out with the new Tikka T3x -- europtic has them on sale now for $499 ( http://www.eurooptic.com/tikka-t3-lite-308-win-jrte316-with-rings.aspx. Get a quality barrel (bartlein, krieger, brux etc )and have it screwed together by a good gunsmith and itll shoot great. You can upgrade the bottom metal (CDI) and stock (manners or mcmillan) when time/money permits. Just got mine back from the gunsmith a couple weeks ago... 6.5 Creedmoor Tikka CTR action, trigger and bottom metal Bartlein 26" Rem Varmint contour McMillan A3 stock

Need to pick an action, first. Picking the action can be dictated by how easy the stock is to find. Meaning if you want a chassis, several are available for certain actions, while other actions require a wait to get a chassis to fit. In other words look for stock and action simultaneously.
