For some reason I seem to be having the worst luck resizing .308 Win. I am using Lee dies and I am on the second one. I have tried several types of sizing lubes, replaced the expander, polished the expander, cleaned the die. the list is long... SO what gives? I do seem to have an issue with Norma brass also. When I am able to get the case out the lip of the case on one side will be stretched.

So...since you say you're having bad luck with .308, I would assume other rifle calibers give you no problem. It could be your shell holder, but probably not as long as you have no issues with other calibers using the same holder. I'd say you need to try another die. It's gotta be either the die, the press, or the shell holder, right?

What type rifle are you shooting? Maybe your chamber is a bit too roomy and the brass stretched out in all directions. That, and a poor lube like that spray -on stuff will cause you problems. If so, is your press up to the task? What press are you using?

Try a Forster full length die.
Make sure there is lube on the inside of the neck.

Use Lee lube as per the directions.

Sounds like a shell holder problem. May want to try a neck sizing die instead of a full length. I use redding comp and rcbs comp dies, neck size only until I have to full length. I only had sizing die I had problems with and it was the opposite problem your having.

I have lee dies and use lee lube and never had a problem like that with either .308, 7mm08 or 300 win mag.

he's probably referring to his competion neck sizing die where there is only a neck bushing and sizes only .001 inch.... the guide guides the case in. if shellholder is loose it didn't matter
the poster post this " When I am able to get the case out the lip of the case on one side will be stretched."
looks like an out of round die body with the expander ball skewed to one side stretching one side of lip

Loose shellholder (plate) can cause havoc for sure. I have Hornady LNL and added a lock washer to the shell plate and that sure has eliminated all shell plate issues I was having with it getting loose.

Maybe the word "lip" needs to be clarified. The more I look at that the more uncertain I become.

What they said....If the die and shell holder are correct that only leaves the press and brass to investigate.

The press is a Lee classic cast turret. Basically a single stage with a turret top. .308 is the only caliber I have issues with and I reload over 30 different calibers. I don't have any issues with any other calibers. It does seem to always stick just before top of stroke. The mouth of the case will be deformed and pushed up a bit, almost smeared. If I can get it.apart I will post a picture

I wonder if the expander could be too close to the area where the neck is sized in the die body.

Hate to state the obvious but did you try backing off on the die? Do you have the die screwed in to far?

I thoroughly cleaned the inside of the die, polished the expander ball, and lightly lubed the inside of the case neck. Problem went away.

Sounds like this is on a turret press.
Im not familiar with that, but the first thing I would do with a single stage press is re-set up the die following the instructions of the die manufacturer.

I had an issue once (actually way more than just one piece of brass) where the case head had expanded to the point where I could not size all of the brass adequately. It was that last little bit of case. I was thinking that might be the OP's problem, but with the right sizing lube I could still size the case without it getting stuck. The OP should spring for a new FL die.
Probably the issue isn't the press or the shellholder or the brass or the lube. Gotta be the die or the die setup. Am I missing something else?
