Matador WMA is a good place to hunt quail. Been there many times. Good roads but be ready to do a lot of walking without a dog. Look for the typical bird habitat and stay away from areas that have a lot of deep Bermuda grass. Tanks are good areas to hunt around about 200 -400 yard circle. Check the dates it closes part of December for draw hunts. Make sure you get your public lands permit.

Maybe you should ask in the water fowl forum.

Maybe you should ask in the water fowl forum. I dont know if I'd do that. They will crucify him for asking about public.

Sorry misread OP. There are some public land tracts up by Floydata that I pheasant hunted in the past. Several had ponds with ducks on them. Never hunted them. My experience with pond ducks is once you jump them up they move on to other water. I've waterfowl hunted public water in East Texas a lot some years ago. Lake Fork and Lake o the Pines. Had good hunts on Fork not so good on LOP. Had a duck boat back then so access wasn't an issue.
