what was the reason to move the safety? is it so you can open the bolt when on safety?

'Don't know, but since I shoot LH, I prefer a tang safety. Lots of high-end European rifles still have them.

Tang safeties are OK - but try using one with a thumb-hole stock some time.
Ruger went over to the "model 70 style" safety because it emphasizes the similarities between the Hawkeye and a customized 98 Mauser.
It is also very likely to be cheaper to manufacture, and easier to assemble than the old tang safety.

I was always told it was changed to allow you to operate the bolt with the safety engaged, but that may or may not be true. I actually prefer the tang safety.

They changed to a Model 70-type 3-position safety on the 77 Mk.II because they knew that the Model 70 is what a rifle should be.
