Or cinnamon dove like we've always called them, have you ever shot one? Shot my second one yesterday, unfortunately it fell In the pond and was a ugly wet mess so I didn't get a good picture. Pretty big birds, almost the size of a ring neck

No definitely not. A white fronted Dove. Cinnamon dove is just what everyone calls them down here because they have a cinnamon color under their wingd

That's the most common dove in my neck of woods down in Central America. Yep, bigger. My dad tells me stories how we would pass on mourning dove and wait for the bigger white fronted ones when on a limited shell budget. They fly almost at ground level and I don't recall ever seeing one perched on a power line or tall tree. I guess you are in South Texas. I've yet to see one around BCS.

I don't see where they are even listed in TPWD so are they legal to shoot?

They are, no more than 2 per day though (white tipped/white fronted doves). Hopefully one day they will be found as far north as the White winged. In fact, we called them "rabiblancas" back home or "white-tails".

We asked the fed game warden that was checking us with the texas game warden a couple seasons ago wth was a white tipped dove. He said they where just along the border region. He said they love cover.
