call 18004633339 when it answers type in 81, that is the dangerous goods hotline for FedEx. I'm pretty sure you don't have to be an FFL but you do have to ship it as a dangerous good, due to it being an explosive.

I talked to an American operator and she confirmed I could ship, but I had to have an account with them.

i think you can take it to a gun dealer and have him ship it to another gun dealer and whoever can pick it up from there

No.... FEDEX GROUND will take ammo; as will UPS, but it has to be properly marked, and some of them insist on colored tags (small arms ammunition) and (ORM-D).... Some of them don't know their own companies rules.

The easiest way to do it. Fill out, pay for, and print the shipping label online. Mark your package small arms ammunition ORM-D with a marker. Either schedule a UPS pickup online when you do the label or drop it off at your nearest UPS drop off place. I drop mine off at Office Depot. Also, I have been known to just catch a driver when making a delivery on my street and hand it to him. Your well within the rules. Note that some private places like a Mail boxes Etc will have their own policys and often do not accept or ship guns or ammo even though UPS allows it.

I'm pretty sure you don't have to be an FFL but you do have to ship it as a dangerous good, due to it being an explosive. Modern powder is classified as a propellent. Black powder is classified as a explosive.
