It appears that both North and Central zone have the same dates and the same bag limits, so why different zones? I've always hunted North zone, but didn't Central Zone have a lower limit in years past?

I believe a few years back, Central had a split season or longer season and North didn't

The limits have varied over the years as well.

When you shoot 12, it is a central zone limit. The old limit that is.

Yeah a few years back it's probably been 10, the limit was 12 and there was no split season for the north
