Not too sure about vertical travel, but there are plenty of nice optics in that price range.
I personally own 2 Athalon scopes
I have an Athalon Ares BTR Gen 2 4.5~27x50 and I would say for the money it would be hard to do much better.

SWFA has a lot of travel. The 3-15 has 40 mils and the 1-4 has 50 mils.

That seems like the standard for the higher end scopes. Should take you out really far.

Vortex Strike Eagle 5-25 has a lot of travel and can be found for around $500 if you have military/leo qualifications. It's been getting good reviews on Snipershide. I would think this would be a great candidate for a .22!
says it has 31 mil or 110 moa.
Bushnell is releasing a new scope that will be center-fire rated, but has 10-yd parallax ability and a decent price. Only 18 MILS internal, but how far are you going with a .22, and you can put it on a 30MOA base if necessary.

Gonna need all that travel to get a .22lr to 400 yards. And, that's 3 revs on the turret. I wouldn't trust that with a Vortex.
