Is it saying one buck wider than 13” and one with an un branched antler ?

Correct.

They are supposed to clarify something about a buck and antlerless definition in the new annual. I guess due to confusion.

Is it also saying a 2nd 13" or more legal buck can be take in another hunted AR county? Guess the consideration there is folks may be hunting adjoining AR counties. Kind of a weird secondary statement as counties generally stand on their own rules limited to a licenses tags allotment.

A friend of mine that is pretty new to hunting is looking at a lease, I’m trying to make it as clear cut for him as possible .

Yes because if you remember about 12 or so years ago you could only shoot 1 buck in all 1 buck counties combined, 2 in 2 buck counties and 3 in 3 buck or 1 in a one buck and 1 in a 2 buck or 2 in a 2 buck and 1 in a 3 buck. It is simplier now.

No, I honestly don't recall that but does make more sense then. Since I only hunted the same 1 county, must have missed that stipulation.

These restrictions also allow a hunter to take two bucks with an unbranched antler if they have yet to take one with a 13-inch or greater spread. At that point, they will have filled their two buck limit for that county.

So, basically it’s a one buck county if you have no interest in Spikes.

Correct as honestly I have never seen a true mature buck sporting around an unbranched antler. A broken one but not truly unbranched.

My son killed one that was legal both ways.
5 pts on one side and a long spike on the other.
It was 15” wide.
That was a real cull.

That's right. Killing the wrong deer can cost you a fine plus restitution. Asking a good question like this helped you and maybe someone else out there.
