Two bucks now and only ONE has to be within antler restrictions?

Yes. The other deer needs to be at least a spike on one side. Basically one 13+ inch deer and a spike.

Been that way for a long time now.

Been hunting there over 6 years and I thought it was a one Buck county only.

Technically, both have to abide by the states antler restrictions, but only one can be a "trophy" buck and the other has to be a spike buck or unbranched on one side according to the antler restrictions.

So the way you worded the question, the answer is yes its a two buck county but both must follow Texas' antler restriction rules.

Now here is another question. Under these same guidelines let's say a mature Buck comes by and has one full 4-5 point on one side that clears his one ear. Now the other antler is completely missing like down to the nub. Is that acceptable to harvest? I assume it would have to be my "Trophy Buck".

Nope. Unless it has one unbranched antler, it must be at least 13 inches inside spread. You can't have an inside spread with only one antler. I really wish there were exceptions, but there aren't.
