Free range mule deer with tags in both ears

Saw a mule deer doe this morning with orange tags in both ears. She was with a group of 9 deer, a few of them bucks. Does anyone know what that's about. Maybe some sort of study by the state. Just curious of what it's about. There was a number on each tag but I couldnt make it out. I may have a picture on game camera if so i will upload it later. Hall county near turkey tx.

The Bison at Caprock Canyons State Park have orange ear tags with numbers.
