This will be my first time to hunt during a muzzle season, I am getting different answers to this question...in a AR county, if I have not shot an over 13 inch buck, can I legally take one?

Yes and any tag that has not been filled including does.

Assuming your county has doe days during general season, some counties in the southeast don't and you can't take antlerless deer during ML season either.
