Looks a lot like Rosemary, but I’m not a plant person.
Rosemary.... pull some and get to cooking

The spent blooms look like a salvia though the foliage is very narrow for typical salvias. My first guess would be a Salvia azurea, second would be Salvia texana. Rosemary does not have bloom spikes, nor does santolina. Any pictures of it with blooms?

My plant ID app says it is English Lavender or Lavandula Angustifloia. Used for scent for soaps. perfumes, oils etc or cooking

Looks like Rosemary and that was my first thought when I saw it but does not smell like rosemary.. Unfortunately none are currently in bloom. I'll keep en eye on it but I think Lavender is the winner. Thanks for playing!

STX for the win. Gayfeather. We're covered up in it. Beautiful long purple flowers when it blooms in a couple of months. Desirable for pollinators. My Wife cuts it and uses it in flower arrangements.
Dang my plant ID ap didnt work on a computer picture....
