Technically Elk are categorized as free range "exotic" in Texas, so no need for any special tags. Legislature changed it's status back in like '97. There were native Elk in the mountains of far west Texas as one time, but most out west now are not native genetics. Rather, they are herds that have grown from escaped or released animals. Interesting that the reasons TPWD leaves the "exotic" label is because they fear they compete with the Bighorn.
