What kind of panel? Running a solar charger?

A 12V panel for a deer feeder.

Full sunlight 13.5-14.5 volts

In that case, 21V means it is working really well!

No, it means that you have an unregulated panel and should be running a controller with it

Panels are unregulated but output is temperature sensitive.
If 12v is the nominal rating, 21v out of a 12v panel is fairly normal in a cold clear sunny day like we have been having last week.
In the summer when the sun hits the panels, they will start to drop off as they heat up.

This label is from a 24v 245 watt panel.
It is a 60 cell 24VDC nominal panel that makes max power output at 30.2V but will run up to 37.5 volts if unloaded.

FYI - the answer is 20-22V, in full sun, for the typical 6x6/8x8 solar panel used on most deer feeders.

That is with an unregulated, no controller panel . . . just like the ones found on 99.999% of all feeders.

yep, mine put out 19 to 21 volts with no load on cool days. normal

Depends some panels! some of these chi-com junks make over 14.5 volts I would not use them! got panel in full sun NO load, 14.2 and up some, under load
13.3 to 13.8 pending how good is your battery source. Over time panels drop voltage, monitor it at times.

Solar panels should be getting cheaper with more companies venturing out and getting govt subsidies for investment money!
