Novice here, but I've always heard after the season.

Mule Deer rut starts in late December, roughly 3 weeks after season closes depending on the county.

Hunted Winkler, Andrews and Gaines Counties for last 27 years, Gaines was full blown late Nov thru first week of Dec, Andrews would get going usually Dec 1, Winkler would kick off usually around Dec 10. For anyone counting, Gaines about last 15, cant remember when they opened a season.
