Scheels could not figure it out today. Is HIP certification no longer required? I bought the super combo with the migratory stamp and she did ask me the normal duck, dove questions…..did some thing change?

HIP is still required. And a separate one is required for every state you hunt. You should be able to log into the TPWD license website and see if it is listed for you. If not, it should be free to get it online.
