Nope he is looking for folks to share PP so more can draw, many outfitters do this. It is legal in Wyoming and a good way to get in on a hunt that may take more PPs than one person has.
Many folks share PPs with friends or family to do these types of hunts and DIY hunts.

Hope your anticipation on PPs is correct, with changes coming it may be more like 5 + PPs in the very near future, 2 years out or so.
