Is all public water open to waterfowl hunting unless some local town has a restriction?

Every body of water is “owned” by a controlling authority with exception of rivers and the gulf. Each authority has guidelines and rules as to what is and is not allowed on their property. Find the authority for that body of water and you’ll generally find their rules in black and white.

Thanks. I was pretty sure if I set up in a pond in a city park that some folks wouldn't be happy.

No matter how high a duck flies a hammer still breaks a window.

True story. 1st duck I ever shot was on lake Rockwall out of a boat as they were coming into roost. Paddled that boat up to the bank between to trailer houses and a woman came out and said she called the sheriff so we hurried on home!

I've heard that there are some counties that have banned discharge of a firearm on the river making it illegal to hunt the river. But how do you know which ones have done that?
