If a deer is taken in Collin County, reporting that harvest within 24 hours is mandatory. A guy I know arrowed a buck last Sunday. He found it on Monday very much consumed by coyotes and vultures. Is that still considered a "harvest"?

TPWD doesn't have a definition of "harvest" on their website.

I would think if he wants to possess the head now would be considered a harvest and need to be tagged?

Tag is for meat, head is just proof of sex. It’s more of an ethics question than legal question. Legally not a harvest. I personally would tag it though. Eliminates any questions.

The harvest reporting is based on procession/recovery not time of shot.
