In June the local water company dug up my buried land line phone line. They did not call 1-800 Dig before digging. County dug it up twice in 2020, did not call 1-800 Dig either time.

I have gone round and round with Windstream trying to get my phone line buried again. They lay a new above line along the county road to temporary get me service. They lay it along the dirt road where it is run over by trucks and trailers and the county when they grade the road. Lasts maybe a week at the most. Someone at Windstream keeps canceling the work order. Last week found the line in the "middle" of the county road.

Without a land line, I have no 911 service because cell phones do not work at the ranch. In an emergency, gas well leak, need an ambulance or house on fire, we are poop out of luck to get help.

Called Leon County Emergency Management and they will not return my multiple phone calls.

Is there anyone in Texas who can get me 911 service?

Another thing you can do, if you have a smartphone, is to link the phone to your address in wifi settings. I do not remember how to do it, but you carrier (mine is AT&T) will.

Do you have internet service there? If so you can get a MagicJack - works for 911 and saved my life once. Service renew is like $109 for 3 yrs.

You might as well go with one of the solutions above, all the carriers have plans to end land line service (POTS). You'll find them maintaining their copper cable plants less and less. That and Windstream really sucks.

County Commissioners can't do anything for you as far as this goes. The PUC as mentioned above can.

But file complaints against both the water utility and the phone company.

The large telcos are garbage anymore. They do just the minimum maintenance to keep the PUC off their back. They are just in the business to satisfy the shareholders. Small co-ops and family owned telcos are the best at providing services.

Not if Windstream repaired it and then just didn't bury it. That's on Windstream at that point, not county business unless they want to go and bury it.

It's 2022. There is probably no chance that a phone company is going to put in new phone lines. Get VOIP and keep your existing phone number. We NEVER used our land line for the better part of the last 8 years or so, but my wife insisted on keeping it despite me paying $35/month. I got magicJack at the beginning of this year and set it up to where any landline call rings to her cell phone. Super cheap and still gives you 911.

I also got Starlink at our ranch in May. The ranch had no land line, no cell signal, and previously was HughesNet for internet (which was practically unusable). Starlink is a total gam e changer. We can do everything out there now that we can do at home. If 911 is your concern, that means you can get VOIP service or link your cell phone to the address.

County comm's might not be able to directly order anyone to fix it, but they can make phone calls on your behalf, and those calls will carry more weight than one from a citizen. We had the phone line cut a while back when they were digging out the bar-ditches to help drainage along our county road. Phone co. told the wife it would be 4-5days before service restoration. She operates a business out of the house and needs a phone line for customer calls and the only internet we have is DSL (thru phone lines). She called me after exhausting all options, so i called our county commissioner and explained what had happened, asked him to please just call them and see what influence he could have, our phones were working that evening.

The old Public Switched Telephone Network (PSTN) was the world's most reliable network because it worked even when there was no power in your home. That's because the lines used batteries that were located in the telephone company's Central Office.

We have since migrated to a world where battery life in the consumer device rather than the network means everything.

I would start with the Public Utility Commission, as stated. They will help since you have no 911 service..

Actually, we have come full circle. In the early days, the battery was located in the customer’s phone rather than the central office.
