So the prevailing thought is Russia is going to mine the nuclear plant and basically hold all of Europe hostage.

I'm going to sort of change direction. Back when America fought its war of independence we relied on a trained (Well Regulated)_ militia and now a days all our leaders speak of how "old fashioned" that concept is however I wonder how well things would be going for Ukraine if every male 16-45 (or 60 in some instances) had been a member of some sort of militia. This would not be "national Guard" that costs a lot of money, simply the citizens, trained, organized, armed with weapons kept in their homes.

Modern matters- such as Covid- have shown the world that just having a lot of war material does not necessarily guarantee anything. The Ukraine could have had trenchwork every where, dug by militia, various biological and chemical weapons, etc. They could have put up a much better defense than at present if they had had a militia.
