They are wanting to include mergansers as part of the 6 bird duck limit. They would no longer be bonus birds.
"Combine the separate merganser and duck daily bag limits into a single aggregate daily bag limit of 6 per day."

I feel like I used to see a ton of hooded mergansers but the last 3 years I haven't seen any. 🤷🏼
