I have a 12 inch AR 400 Gong I plan to shoot with a new pistol I got. Do I need to angle this thing down or is it safe to just hang from a chain and have Addit?

If you want to be sure to not have a bullet come back at you, angle it down or get more than 20 yards away. There is more than one factor going on that affect bullets heading back to you but in my experience, nothing works as well as angling the steel down.

Shoot steel targets all the time in USPSA. Flat-faced, 8 yd away minimum. As long as the face is flat you should be good to go

Just shoot it from a reasonable distance and you’ll be fine.

Bolt your chain or chains or whatever you hang with on the back of the target. Use lock nuts or double nut and leave a little slack on the bolt. This will allow the target to hang angled down a few degrees.
