okay. it is a barrel makers tool, on the inside about an 1" or two down, there is a groove that the lid is pressed into place, this tool cuts that ring. made by L & IJ White of Boston, one of the biggest shops in the nation into the late 20th century, every thing from knives to axe handles, carpenter planes (wood type w/iron cutter) this maker is the last of my extensive tool collection.

That is a deep groove. Normal would put the groove (croze) at about 2". That looks like what 3.5"? It's hard to get the proper perspective on its size. That actually could be a wheelwrights croze?
